The van will not start when cold unless i use staring fluid.
Once the van is warm it will start right up.
It has a bad misfire off of idle and no power. The fuel pressure is 38 psi 41 with vacuum line removed from thr fuel regulator
if i restrict the fuel return line with a pair of vise grips the misfire goes away and it runs and drives like normal.The ecm is also sending a constant 12 volts to the fuel pump relay when the key is switched to on
I have checked the power and ground to the high and low fuel pumps they are both good Ive replaced the fuel pumps filter and the pressure regulator.

and the coil packs...but first things first...is the ECM generating an error code? and..nevermind..thought I read 1999 not 1989

 

You're symptoms lead me to believe you have a malfunctioning manifold absolute pressure sensor. It lives above your battery on the firewall and has a vacuum hose attached to it. I had the same symptoms and was able to pull the code from the ECU w/my Snap-On scan tool. Original Motorcraft part was @ $100
