Programming Fob On 1998 Ford Windstar

I bought a 1998 Ford Windstar and it came with keys only no fob. So I took the fobs from my old 1998 Windstar and followed the instructions from online to program the new the latest 1998 Windstar. Turned the key on and off 8 times, 5 times, door open door closed, but cannot seem to get the locks to cycle. I feel like I have tried everything, but no luck. Is it possible that the van is not programmable? The other thing I should mention is that the passenger door lock seems to stick when unlocking and locking from the door lock/unlock push button, could that cause anything. I'm hoping someone has the answer here and would appreciate any and all help.

Update: I checked the owner's manual, 4 remotes max. No help on programming.
