Loud buzzing from solenoid

I have a 1973 Ford F250 with the Fe 360 in it I have replaced my starter my solenoid and my solenoid is making a loud buzzing when I turn it over I have checked the battery cables the ground they are solid I have a full 12 volts to the positive side of the solenoid but every time I turn it over I'm only getting about 4 to 5 bolts out of the starter side already replace the solenoid if I take just a straight cable and attach it to the starter it does not turn at all it doesn't turn over at the appendix don't come out and nothing and makes a clicking sound around the voltage regulator so I took that off and gave it a good cleaning and put it back on I just don't think it is the voltage regulator has anybody had this problem allowed buzzing from their solenoid

The drop in voltage is normal as it engages. If you replaced these parts, im betting it's going to be battery related. Are term posts nice and clean. Good ground. Is battery producing enough voltage or is it weak? I had this issue a couple times in my life (not in the f100) but others and both times it was a weak battery.
