It's a Anti -Stall dash pot,
It's to let the throttle return slower to over run the fast closing of the carbs throttle plates as sometimes a engine will stall out if closed to quickly.
The rubber dust boot don't really matter as long as it still working.
Plus many guys just remove and not replace them..
