Brush guard help

I have a 1984 F-250 that I'm going to put a brush guard on. I have to take the brush guard off of a 1986 F-150 but when I try to undo the bolts that hold it and the bumper to the frame they just spin. So my question is how would I remove them without cutting the bolts? Because I want to cut the bolts only as a last resort.

I ran into this I had to use a torch to heat and cut the nuts off. What happened was someone installed bumper bolts with a smaller shoulder at some time so the shoulder never engaged the cutouts in the bumper.

Could be the reason yours is spinning as well.
