Coil Spring Spacers?

Coil Spring Spacers?
I have a 1994 F-150 300 6 4x4. I was looking at my front end and saw these. Are they clips or spacers for the coil spring? The picture is from the right side. They are on both sides. As you can see, they are really only on one side of the spring. They seem like they are hard rubber or plastic. Kind of a stupid question, but I just want to know what they do.
Also, why do I have two shocks on each side of the front end instead of one? Is this something the PO did or was this a factory option?
