I think your problem is going to be getting the varnish flakes and rust out of the tank prior to sealing. You need to be able to put liquid chemicals into your tank and keep it held there with most gas tank repair kits.
If you could get it fixed and lined properly by somebody else for a hundred I'd jump at that. Most kits would be 50 to 75 bucks.

Reason: Update
Now THAT'S one nice jailbar pickup! What's the history on it? Why is it so nice and original? I would rather have that truck than one with a 50,000.00 body off frame restoration. What's the engine and trans? Couple more pics, please.....
The truck was owned by a good friend of mine it was painted in the mid 70s frame on nothing separated everything needs rebuilt carb fuel pump master cyl wheel cylinders are stuck paint is cracked & peeling he owend an auto parts store in Beech Island SC used the truck to deliver parts said I could have it if he could drive it one more time flat 6 w 3 spd on floor
I've used the POR-15 Fuel Tank Repair Kit on 2 COE trucks and a '36 pickup.
The kit's first several steps involve cleaning out the crud. Expect to take a full day to do a tank. I haven't had any problems with any of the 3 tanks. But I'm not sure how well the process covers all of the baffles inside the tanks.
The gold plated method is to take it to an old time radiator shop and have them open it up and clean it out.
I jacked up the rear of my '39 Farmall A and strapped the tank to a rear wheel with 3 click straps from costco. Then I placed 100 pieces of 3/4 minus crushed rock in the filler along with about 5 gallons of water. Ran it at idle for half a day and counted the rocks as I dumped them out. THEN followed the directions with the clean and prep acids etc. That tank was used in my '59 f350 which runs diesel fuel, but it has been stellar and it was really crusty before. I no longer have a tractor so next time I will try something different.
