Fummins and CA smog check??

What year truck?
For gas engines at least, you must have a motor that is the same year as the chassis or newer. Don't know about diesels as they really didn't have emissions controls prior to 2003. I think you would be hard pressed to get a 6.0 or newer swapped over unless you went with a Cummins out of a same or newer year Dodge, but I'm guessing you are wanting to go the 12V route?
There should be a local smog referee you could contact about it.

It would be a Cummins 12v in a 2001 gasser

Oh boy. You are supposed to be able to pass the emissions of the registered chassis. That's why people always say same year or newer motor when swapping. Being registered as a gasser with a diesel motor sounds like that might be quite difficult to pass smog.

I would try asking a smog referee as I know the gas-diesel conversion has been done, but going to an older year motor than the chassis you are probably screwed.
Sell the gasser and buy a factory diesel is your best option.

Do you know anybody that lives in Lake County CA? If you do - register your truck to your friends house and no more problem. Lake County California is the ONLY county in California that doesn't require to get your vehicle smogged. Actually I know for a fact Clear Lake doesn't require a smog check - my friend says it's all of Lake County. My friend has a cabin in Clear Lake and registers his modified cars there.
