2005 w/ 188,000 miles, A/T. Zero driveability issues. Torque Pro shows VGT % changing as expected, but I think that's just a commanded %, not a measured %.
So for the last month or so, every time I start my truck, I hear a noise about 3-4 seconds later that lasts about half a second. It sounds like a bottle rocket shooting up into the air (that whistle/scream sound). It happens whether I'm in my 55°F garage with the block heater plugged for a few hours (coolant temp 80-100F), or if it's sitting in the parking lot at work at 20°F all day.
I'm guessing the turbo needs to be cleaned (unison ring sticking?) but want to just get a few quick opinions if that's the right direction to go.
I found there's a $60 Ford brand cleaning kit with some new seals and the 3M sanding discs, so I think I'd do that. Plus, I read there's a new/updated turbo oil drain tube I should install while its apart.
So the big questions I have are: is it likely I need a turbo cleaning, and what else should I do at the same time? Oil drain update? Or am I barking up the wrong tree?

It's just odd to me because I've had the truck for 2 years and it just started doing it recently. I tend to think that means it's not normal.
I have a similar noise, just deeper in tone. I will get a video also, never bothered me but wasn't there when I bought the truck either, thought it was maybe the belt or an accessory. Or maybe something actuating with the turbo at start up
I couldn't hear anything in the video, but the sound you are describing is similar to the sound my truck started making after the dealer replaced the EBP tube and clean my factory turbo. I suspect it was a poor seal, but after having an independent mechanic replace my turbo and delete my EGR cooler, the sound is gone.
Sounds like a belt slipping to me or could be A/C clutch. Turn off A/C and see if it stops. Didn't happen until after it started and then some, alternator or a tensioner would have sounded off right away.
You might need to turn your volume up, it's easily audible with headphones. Sound happens at 16 seconds in the video. I think the audio's a little messed up, it was only playing out of one speaker until the last couple seconds of the video. I'll see if I have an opportunity tomorrow to take another. It's raining now and I don't want to get wet...
Thanks for the ideas, I think I'll check the pulleys and try starting the engine with the HVAC off.
Update to this: I also had overboost issues and decided to clean my turbo. It fixed this noise issue, and the overboost issue.

My truck made this sound for several months and stopped. Then, I started having over boost issues. Removed the turbo and my unison ring was stuck. I think the sound is the rusty ring and vanes actuating when the LOP comes up at start-up. Watch your oil pressure gauge and I'll bet you hear the noise as soon as the pressure comes up.
I already fixed it, it no longer makes the noise.
It was making the noise as the oil pressure gauge came up, for a few months. Then it would occasionally make the noise a second or two after pressure came up. It also sometimes made a double short noise (1/2 second each, 1/2 second in between) instead of one longer one (1 second).
