This truck is two years behind in registration fees (800.00 or so), if I bought the truck (400.00) and did some cleaning and a tune up, do you think I could

Confused.... In Hawaii, would you have to pay the back registration fees to be able to register the truck as a new owner? And I thought Virginia was bad for this stuff, but nothing like that.

If I read it right yes the new owner will be responsible for those back fees, likely done so to prevent owners owing them from doing just that. Transfer ownership to a friend or family member register it at what might be a substantial savings and then transfer it back again.
That would surely cut into any perceived profits.
Ownership Transfer (Buyer)
The buyer must accomplish the following: The new registered owners must print and sign their names on the appropriate lines on the reverse side of the certificate of title. If the vehicle is to be jointly registered, both parties must sign. If the vehicle is being registered in the name of a business, you must have a letter of authorization on file authorizing you to buy vehicles on behalf of the business. The new lienholder must print and sign their names on the appropriate lines on the reverse side of the certificate of title. Both parties must sign if the vehicle is jointly owned. To complete the transfer, the properly endorsed certificate of title, the current certificate of registration, and current safety inspection certificate must be submitted within 30 days to the motor vehicle registration office. A transfer fee of $5.00 will be assessed. If the registration has expired or will expire within 45 days the cost of registration renewal will be calculated and collected by the registration personnel. Please note that a late transfer fee of $50.00 will be assessed if the documents are submitted after 30 days. In addition, you will be assessed delinquent taxes for prior years that the vehicle has not been registered.
Might vary by island but didn't look into that far.

Yes. The city and county does not care how or why the vehicle is behind during ownership transfer, they just want money- in this case
around 800.00.
It does happen here quite a lot - Craigslist or not - some people will just buy the truck and drive it illegally without a current registration.
I would bring it current then flip it, hopefully make a few bucks.
$500 obo and it has $800 in fees. Offer $200. Depending on hundreds of other factors you may make a small profit if you have the means to source cheap parts, tires and labor to fix anything else that is wrong. Very risky without seeing the truck in person.

Wow! We have an annual "Property Tax" on REGISTERED vehicles. If the vehicle isn't registered, no tax. But if it's not registered, it can't be driven and it has to be parked on private property. And the tax drops pretty quickly after it's about 5 or more years old. No tax on vehicles registered as antiques (25 years or older).

NOT worth the risk to me to only make 200-300. Maybe if it was 2000-3000. But surly NOT 200-300
he calls it an 88 with 4 speed. it is either an 88 with 92 or newer nose on it, or a 92 or newer truck with a fudged 88 title.
and 88 and newer was 5 speed, not 4 speed.
what is a 2 wheel drive pickup going for there?
at best i can't see it going for more than a grand, unless truck prices in the islands are outrageously high.. so to make any money on it you would have to get it for free.
That front bumper was later, like 95 or 96. Never saw an earlier version with the openings. Doesn't mean much as it could have been changed. You need to do some confirming on the details.
