I live in S. Ca. And my on the lot truck had the heater and cord installed. Go figure. It is a Platinum edition if that matters?

The dealer (or a customer) most likely ordered it that way. Trim doesn't necessarily include the block heater or supplemental heater.

The thing to remember here is that with all of the Navistar engines (7.3L - 6.0L - 6.4L) a block heater was always installed in the engine. It was the cord that was either a cold state or special order item. With the Ford 6.7L the block heater is not installed in every engine. Only the one's meant to have them got the element and cord. It's all or nothing.
