When you were cranking it over, did the ICP psi stay pretty much steady, or did it vary? If it stayed completely steady, it may not be an accurate value. Did it kind of rise to 2300, or did it crank a while and suddenly jump? Is there a check engine light on? What are you using to monitor? I have no idea what ICP raw is . . .
Well, I guess we can assume the reading is good, but it would be nice to confirm it with the ICP voltage reading. It's blowing white smoke while cranking, so there's at least some fuel being injected. I guess it's back to the basics. Have you checked the glow plug relay with a voltmeter? If you put the leads on the two large posts, you should read battery voltage with the key off, and close to zero volts with the key on and the relay commanded on by the PCM. It could just be a coincidence that something else went bad at the same time you did the other work.
