Sticking valves, broken springs, etc... could absolutely cause harsh or delayed shifts.

If you have no codes, your speedometer works fine, I'd suspect internal modifications were done to the transmission. I suppose it could be a faulty TPS, but I'd imagine that would once again affect all gears, not just the -23.
You know something. I realized if i unhook the battery, the 2nd to 3 rd rough shift goes away for awhile. If something was wrong in the tranny or if i had a shift kit, wouldnt it be rough right after i plug the battery back in?

Possibly. These transmissions aren't adaptive though. They have normal shift mode, and limp mode.

I suppose it's possible your computer may be faulty and acting up on the 2-3 shift for whatever reason, though.
