Well got another project ford this one has a 460 and is a little bigger than my 250 LOL. Posted on the E board as she is having some problems also but runs great on starter fluid.
I read your post in the E section and saw where they sent you elsewhere. Some of the guys over there don't seem to care for older E series. I have a 88 E150 with a 5.0 so I am not sure how much help I can be. Do you have single or duel tanks?.. Do you have fuel pressure up to the injector rail?
Mine has 2 pumps. one in the tank itself and another on the frame rail under the drivers door. In between is a fuel reservoir.
1990 Single tank have not checked fuel pressure yet codes were well from what I have heard are 2 digit codes so the way it came out would be 22 19 59 69 59 6 those are what I got jumpering the test port know I do not have my code reader as I am on the boat. But those numbers are what it blinked save for the rapid flash in the beginning.
what transmission do you have?
How long did it sit with the gas in the tank?
I am pretty sure all 1990 were 2 digit codes. they changed in 91 or 92.

If those codes are correct, code 59 mentions low speed fuel pump circuit according to my manual but code 59 can mean other things too.
Since it runs with starting fluid, I would start with checking fuel pressure.. IF no pressure, then why is the next question.
E4od pretty sure not sure on the gas. Got the codes figured out and yep 2 digit. Thanks for the manual I have the code reader at the house along with all my other tools that could help lol long story but I am on the boat Tugboat Capt and we are sitting at dock which is down the hill from where the RV is but my house is 50 miles away where my tools are.
First sensor to check is the MAP sensor, if the vacuum line is cracked, broken or not attached to the intake manifold, the ECU will not get a signal and not trip the fuel pump relay, causing a no start like you described, but it will try to start and run with starting fluid sprayed in the TB intake.

I am thinking that you can jumper out the fuel pump relay. I had a 1990 town car and the pump ran all the time the key was on...
One of the codes if I remember though said no or low power to low pump.
May be just as simple as the vacuum line to the MAP sensor as Wildman says.
Without looking back to see if you posted it,, how many miles on the RV? Thinking you said 44k.. I like the 3rd gen vans and they were built pretty tough.
My 88, I have been going through in my spare time changing out sensors that depend on rubber diaphragms or parts with rubber bushings that are known to go out with age. hoses belts ect. Mine has 109k on her now and is doing good. I had a couple of friends to help change out the shocks, front springs, radius and pivot arm bushings. Also changed the tie rod ends so my front ind is good to go for another 100k... The only seal I have had a problem with was the one on the steering gear box and it wasn't too bad to replace.
But again mine had allot more miles then yours.. I also have some health problems that will get worse as time goes by ans so have been basically rebuilding mine so i wont have problems in the future..
Thanks yeah I answered him over there do not know how to close thread. I jumpered #6 to ground to see if the pump ran and it did not well it did not start there either. Yep around 40K I will check the vacuum line when I get a chance.
Well then,, My 88 fuel pump schematic shows fused power to relay contacts and the eec controlling the relay coil. So if your 1990 is similar to my 88, then you should be able to apply 12volts directly to the pump contact to test it.
The eec only applies power to the relay coil 361 and 97
The fuel pump contacts are 37 and 238
So if you have constant fused power at #37 and jumped it to #238, the pumps should come on... independent of the eec.. or map sensor
Also make sure there is no alarm system or hidden cut off switch. Had a friend borrow a car from a friend. His children were sitting in the back of the car and found a switch in the rear door ashtray. of course the child flipped the switch and the car was towed to a shop only to find the hidden fuel pump switch...
