Question Locating EEC Relay

I have a 91 Ford Explorer 4.0 liter. It is blowing the 30 amp EEC RELAY in the power distribution box. If I put a new one in, it blows a few seconds after turning the key to the ON position. Please help me to diagnos this problem. I was going to replace the EEC relay...but I can't find it. In the book it give the code E97B-14A0984-AA.

Locating EEC Relay

The EEC Relay and Fuel pump relay are located UNDER the power distribution box you are swapping out fuses in. They are clipped to a panel that is placed directly underneath the PDB. I had one doing this exact same thing the other day. I found the wiring loom on the driver side resting on the exhaust manifold and shorting out because it had burned through. After repairing the burned/shorted harness and rerouting I found the fuse still blowing. After further diagnostic and short tracing I found the transmission shift solenoids in the tranny were shorted, likely due to the original shorting at the manifold on the loom. I sent it to the transmission shop for replacement of the solenoids in the transmission.
