Pretty sure the green plug is not on all the way. I'd pull it off, look for a burnt pin inside, then reinstall.

Get a cheap voltmeter for the cigar lighter, like below. When you key on the glow plugs they will draw down the batteries a good volt. The fuel and vacuum pumps draw some but much less and they will turn off in about 20 seconds. If GPs are working properly, when they are commanded to stop by the GPCM the voltage will pop up that full volt. Could take up to 2 minutes in very cold weather, just relax and observe the voltage.

Yes, exactly. That was the purpose of the GPCM, so you would have a code thrown if something in the glow plug system malfunctioned.
What kind of code reader do you have? Not all code readers pull codes on the 7.3L. You need one with Ford Enhanced capabilities.
