Do you have the relay or the module? Relay is a 4 pole unit, module is the silver box with two large plugs located on the top of the passenger head. Modules were normally on CA trucks.
If it's a relay, check that you have 12V present at both large poles with the key on engine off. 12V present at only one pole with the key off. Quick check.
Like others have said, do you have a Glow Plug Relay (non-California trucks or Excursions) or Glow Plug Control Module (California and Excursion models)?
If it's the GPR, take a voltmeter and test the 2 posts. Battery side should be constant 12 volts. Glow plug post should be around 12 volts with key on engine off. If glow plug side shows nothing, time for a new relay.
