wait to start light

wait to start light
Sons FIL has a 90 E350 w 7.3. While searching this forum for a no start issue also decided to ask about the wait to start light, he said it never goes off. Said truck will start with it on, my question is does this mean something else needs to be looked at? are the glo plugs staying lite or what?

i would check to see if there is actually power going to the glow plugs with a test light or multimeter.
the WTS light trigger wire may just be shorted out keeping the light on. i don't remember if the relay closes ground or hot to activate the WTS light, i want to say it sends power to the WTS though.
