They are all 50 state emission now unless you get an emissions exempt one, but you'd have to be a municipality or something. So whatever the difference is, it doesn't matter on new ones.

I believe (like Frantz) that the emissions are currently all the same for all 50 states.
However, California gas is a "special blend" that includes specific oxygenates. That may have some impact on emissions separate from the equipment/controls in the engine. It may also impact mileage, although the mileage I'm getting on my 3.5L EB is right about where I expected it to be.

What kind of mileage are you getting with you 3.5 EB?
What performance upgrades can I do to get better mileage out of the truck?

What are you using the truck for? If you need the performance of the EB then I wouldn't want to make many of the changes to get better economy. Driving habits will play a bigger role than any changes you will make. More street friendly tires, and at the least, keeping tires properly inflated. If you don't need the extra power, get the 2.7 EB if economy is the big concern.

Anyone know when they all became 50 state compliant? I noticed that the 2016 that I tested had it clearly printed on the monroney sticker.
My 2011 is not a Kalifornia emissions rated truck.

We get ~~ 19 up and down the mountain that we drive almost daily. On longer trips we get ~~ 21. This is calculated, not according to the dash-o-meter.
Can't advise about performance upgrades. Personally, I don't think I don't think it needs it.
