Ok, I've read another post with the same issue, but it was caused by the alarm. My issue is my parking lights or dash lights won't turn off. I just got the truck about a month ago, and was going through and fixing auxillary plugs and replacing fuses. I replaced blown fuse #4 (trailer tow Backup lamps, trailer tow park lamps) in the power distribution box under the hood and the issue arose. No trailer hooked up, and havent messed with the plug. also, I don't think the brake controller is working either.
Pull the fuse just to verify the problem goes away. If it does, you know what is powering the circuit when it's not supposed to.
I would then find a major looking plug or plugs in the rear bumper area and unplug them. See if the problem goes away with the fuse in place. If it does, you know the problem is back there somewhere.

Thanks I'll look at that, and yes the problem goes away when I pull the fuse.
