vent selector switch dosen't turn off

hello, new here, just bought a 96 f150 short bed, 4.9/ 5spd 2wd. the vent selector switch does not stop the air from coming it the cab in the "off" position.

any ideas?

You do not have any vacuum to the selector vacuum valve.
