headlights went off and hasnt reset itself and now the high beams arent on and i installed a new set of fog lights but it dont think the new fog lights are the problem What can i do to fix the problem
I don't understand your question well enough to offer suggestions on how to fix.
Are you saying that the headlights no longer work/light up, both low beam or high beam? Did you install the new set of fog lights just prior to this happening, or as a result of the headlights not working? Did you just replace the bulbs, or the entire fog light assemblies? If complete assemblies, did they use the factory wiring or did you run new wires?
Do you have a test light or multimeter that you can use to confirm whether or not you are getting power to the light sockets, and to confirm a good ground?
When i sold my 97 i hung onto the factory diagrams, but like Rod said i'm also not sure exactly what the problem is. If your "flash to pass" is also not working check interior fuse 33 it's a 15 amp mini. Does this have autolamps?

i checked it and the high beams are back on but not the low beams
If you had factory fogs, i could tell you more. Check interior mini fuse 4 & 8. 4 is wired to
the drivers side low beam & 8 is wired to the passenger side, both are 10 amp.
