Where do these clips go?

Replacing front brakes today on a 11 F250 and these came in the kit. There were 2 for each side. Do they go on the inner or outer pad? Upper or lower locations? Can I just leave them off? Thanks!

Inner pad, one on each end of the pad.
You can not leave them out.
