I had a 2012 SCREW, 4X4, 3.5 Ecoboost, max tow, 3.73 gears and towing mirrors. Nothing is flat where I live and you are up and down hill all of the time; in the throttle or on the brakes. It averaged just over 16 empty around 11 when towing about 5K. No one driving in the same area with a 4X4 5.0 was doing much better under the same conditions. I was happy with it but Ford offered a great trade so I bought a 2015 tonight. The engine was easy, another 3.5 EB.
This one is similar, towing package but has 3.55 gears. I will see how it does under the same conditions and post on it later.
I got the 5.0V8, 3.31, S/C and my LOM is out by 5% on every tank . I'm getting 20.3miles/US gal for 80% highway/20% town
I have the same 5.0, 3.31 and a SCREW. My mileage experience is exactly like yours. I don't find it bad, actually good for V8. I had a 2007 Navigator I could never hit 18 mpg and it required premium. 15 in mixed driving.
Now my 1952 F1 with a 3.92 gear and a Ford Racing 306, in another forum gets 14 MPG, it is a lot louder and faster!
Since the computer controls the exact amount of fuel its injecting there is no need for a separate fuel flow meter. It just counts the fuel it's injecting. Then It can determine the distance traveled, which is where you're more likely to get variance. I don't know for sure this is how it's done, but its about the cheapest way one could engineer it and it happens to be more accurate than old methods.
