The 16-inch rims really crowd the front brake calipers, I wouldn't go less than 17". So... with 17", I find a lot of good products out there, right on the shelf. Discount Tire is OK for wild rubber, but I'm not the expert here - I'm more of a 70K-mile tire guy.

Does the 450 have bigger brakes, might have to check if even 17's will clear, not just brakes but steering/suspension components. And what's the bolt pattern, I thought it was a little bigger than 8x170, like 8x225, limits you on wheel choices.

What size tires are you running 225's, 245's?

Here's a website that shows more 19.5's together than I've ever seen, any of these aggressive enough? Rickson Wheel Manufacturing

There's noting cheap with 19.5 tires or wheels. You will not find a 16 or 17 inch rim to fit the 19.5 hubs. A 245/70R-19.5 is an oversize tire for those rims, but you could get them on with a lot of work.

I'm on the fence about retreads but I have read some good reviews of these tires and are as aggressive as you'll get on a 19.5 https://www.treadwright.com/individu...245-70R19.50-G

You are going to have to find new axles and brakes from an F-350 chassis cab and swap them onto your F-450 in order to go with smaller wheels.

Crawl under your truck and try and put one finger between the rear caliper and wheel...you will see why smaller wheels won't work. The F-450/550 trucks have 19.5 wheels for a reason.

Yes, much larger brakes....especially on the rear.
Wheel stud bolt pattern is larger as well.
