I need an oasis report for a truck I am looking at.

I don't believe that can be done here any longer. You will have to sweet talk the dealership to get that info.

He is right that FTE does not do that.

Dealer is the way to go. Also you want the extended view
when they print it out. Take the truck in of the reg and your ID.
Be nice and ask when you buy some parts and then get referred
to the service manager.
