Those aren't any factory wiring I recognize. Chances are previous owner installed some sort of communication or video gear and removed it before selling, left wiring behind.

I had something similar in used '95 F-150 that I bought. Truck had an external antenna and a powered mount for the phone on the transmission hump. Also had an adapter that cut out the radio and played the phone audio thru the truck's speakers. It was "high tech" for 20 years ago when phones were still half the size of brick.
