Cowl Access Plug Location?
Look at my signature. I live in the western part of Oregon, aka the wet side. When people say it rains a lot here, they aren't kidding. My little town is on the slopes of Mt. Hood, about 1000' above Portland. So even on the rare day when it's not raining in Portland and they're just socked in with heavy clouds, it's raining at my place...Consider me like the Eskimos who supposedly have many words for snow. Only in my case, I have many words for rain. (Insert joke here about those words not being printable.)
So all seriousness aside, my truck has lived outside since at least 1992, when I purchased it. It was good to see that picture showing where the mystery plug goes. But in all the time it's been missing on my truck, I've seen no ill effect.
That is because Ford Engineers worked diligently to incorporate an auxiliary heavy duty H2O drain for those living in Sandy, OR.
Then I replaced the heater core. I found that the original was slow-leaking, which was causing my slight window fogging. I replaced the heater core with Carquest brand item # 3891445 which (although cheap all-aluminum and made in China) was correct in size and outlet/inlet pipe orientation for my application (truck with A/C and standard output heater). Now no window fogging and heat works great! Thanks to all who helped.
