I had posted earlier, but wife had driven the Expedition over the mountain to Target, a trip of about 12 miles. It had been running fine for months. She said it ran really smooth all the way there, cut it off and went into the store, came out 30 minutes later and it would'nt start, so she called me. I ended up having it towed to the house so I could start looking into the problem. First of all, when I checked the Schraeder valve on the fuel rail, it barely flowed out, and you could not hear the fuel pump prime when you first turned the key. You can spray starting fluid into the air cleaner and it will start and run with a rough idle 3-5 seconds. I replaced fuel pump and filter, you now hear fuel pump hum when you first turn key, but still will not start. Checked the Schraeder valve, and fuel shoots 6-8 inches in the air. I need to rent the fuel pressure kit to find out what the PSI is. I am thinking at this point: 1) it may have fuel pressure on fuel rail, but maybe a problem with injectors, or: 2) I may have an ignition problem. There is not a check engine light on either. I need this fixed, deer season is approaching. In fact, bow season starts Thursday. Any suggestions would be appreciated.

The fuel rail could be air bound or your fuel filter could be clogged. The clogged filter could've over-stressed the pump and caused it to fail. Try starting it with the starting fluid and keep it running for a bit to see if the fuel will make it's way to the injectors.
How does the wiring to the starter look? I've owned two expeditions 98 and 99 and both had starting issues that had to have the wiring to the starter replaced.

It cranks normally, that rules out the starter and it's wiring.
