I have a 1948 ford that I am in the process of rebuilding as a street rod.
What are your thoughts on the Polished stainless steel or chrome front and rear bumper? I've heard tha the chrome bumper has issues with rusting after a few years.
Whenever I chrome a bumper for a vehicle, the first thing I do to it is paint the backside with anti rust paint (black rustoleum). I have never had a problem after that.
If price is not a consideration, I always opt for stainless. When polished correctly it looks as good as chrome and it can always be repolished should it ever lose it's luster. Chrome will fade with time and if not properly maintained it will blister and rust.
Cost is always a factor in my life, but I still opted for the polished SS.. My reasons were SS is forever, and Chrome does rust, plus unless you can find a good local platter that will give you a real triple chrome plated job, with time taken on prep, and polishing, you will probably end up getting something closer to toaster Chrome from china. Those were just my fears, I have never seen a chrome bumper from any of our usual venders, so I cant attest to there quality. Plus the original trim on these old girls was SS so I try to stay with SS where I can. Welcome to the site my friend, I think you will enjoy it here.
I have the original set of ss grills off an original 1948. They have a couple dings in a few of them. Would I be better off trying to re polish and fix them or should I just buy new? They are the 2 piece ones.

Unless the original stainless trim is bent into a pretzel, they can be repaired and polished to look better than new. i would repair original whenever possible.
I dont think the repros are stainless. I had a set on a truck and they had cheesy mounting clips and the bars were aluminum. I'd fix the originals for sure.
Does anyone know where to buy new bumpers for a '51 F1 Panel Truck? I have the originals, but they are bent and have extra holes drilled in them. I'm not sure how or where to get them straightened.
Front bumpers are the same as pickup. AFAIK, no one reproduces rear bumpers for panels, and they are unique to the model. Best bet is to find a nearby chrome plating shop and have them straighten and repair the bumpers as necessary. They have the equipment and talent to do that, and will do it without plating if you don't want them chromed.
