ICP of 640 and IPR of 25% might not be an HPO leak; with boost at 1+psi at idle it could be a turbo starting to be sticky and pushing too much air. Especially if you can mash the pedal and get it to go back down to 580/23% with a 0-0.5psi boost.
Mine runs at 580psi/22-23% normally, but it'll randomly decides it needs to go into the 620-640/24-25% range sometimes, seems like that happens if I mash it have to slam the breaks in traffic, and the VGT not getting back to where it wants is the best guess I can come up with, almost like it's idling with just a bare amount of throttle input.
Before you change any parts, I'd just carry a notebook and jot down the readings at idle a half dozen times or so over your trip home for a week or two.
Do you test the 6.0L's HPOP the same way as the 7.3L? Datalog at WOT from 55 mph to 85+ and see if she can maintain the ICP at an acceptable duty cycle? Just getting started on my first 6.0L and trying to figure out what should be a normal stock reading.
