should I or not

84 f250 351w I have oil pan off to replace it and a new pump, should I check torque on rod and main bolts while I'm in there?

It won't hurt. However, don't expect it to be exactly what your torque wrench says it should be. And, you don't want to change it, just ensure it is tight. So, I'd set my wrench light and sneak up on each one to see what my wrench says it is w/o turning it.

That was the plan I had until I decided to replace the rear oil seal (2 piece) on the crank, is there an easy way to do this without removing the crank? But now I discovered I have a 1979 block from a LTD with 1981 exhaust and intake, do not know about heads yet. Also all the pistons are marked with there weight and the rods and caps are numbered, somebody must have done a rebuild. And that's how I got the leaky oil pan, from a HV oil pump that was just a little to big and when the oil pan bolts were tightened it pushed against the oil pump until a crack developed in the pan.

You can replace a two-piece seal without removing the crank. I've done it but don't have the instructions handy.
