It's all over the board when it comes to finding a good 7.3 motor. You can look for someone parting out a 7.3 on CraigsList, or maybe find a motor.
Not all results are the same, but I had very good luck buying a motor from a salvage yard on Car-Parts.com. It was a E99 with 140K miles on it. I swapped everything over from my 2002 and now I have a "forged rod" motor with ZERO blow-by, No oil usage that purrs like a kitten. Motor cost me $2250. I-55 Auto Parts in AR is where I got the motor. (I-55 Auto Parts)
If at all possible you want to hear it run so you can triple check all the important stuff. I didn't get to do that, so I count myself very lucky!
I agree... look on CL or salvage for a 7.3L Van/Shuttle/SD that is still together so you can hear it run etc. Don't commit yourself to >99. You can still use an older 96 and up. Here in Va. you would be looking at $1500 to $2500.
For any quality rebuild you will be laying down some serious scratch. If that's not an issue then you have some reputable options including getting one from Ford.
He'll be budget minded. I'll keep an eye on CL for him. Sucks because he's the second owner, bought it at 30k miles, never towed, and motor spits at 161k. He's taken really good care of it too (his wife's 7.3L Excursion has almost 300k!). Guess that's just how it goes. Which year model 7.3L's are recommended?
96-half the year of '01 had forged rods, but unless he has it modded or plans to mod it up past 425-450hp, powdered metal rods don't pose a real issue.
