need VIN help

I bought a 1969 F350(?) and need to know what the Vin numbers and the DATA Plate numbers mean. I crawled through the blackberry bushes and found the DATA plate;
WB=159, COLOR=E, MODEL F351, BODY 2 81, TRANS=A, AXEL=27, HP 175 @ 4000RPM,
DSO=74, GVWL=8000. So with the vin(F35YRF54383) Does anyone know?

I'd have eaten my way through! Those WA blackberries are as big as your thumb and taste like cotton candy!

Thank you so much! The previous owner did concrete finishing. So there was a dump truck worth of concrete coloring and dyes on the back of the truck. I spent 5 hours cleaning out the bed. When I got home the neighbors seamed to stare at me funny. When I got to the bathroom to shower I saw why, I was dark blue. I had to scrub that stuff with a green 3M pad to get it off!
