Panic stop in a small SUV pulling a 5'er or GN would not be pretty I bet, burned up transmission aside. How would that work without 2 brake controllers also? I'm sure the gain would be different for both the dolly and the trailer.
And why would you use that if you had a 3/4 or 1 ton long bed truck to begin with?
Another whole setup to buy , deal with on the road, store, maintain ,repair and register. Just for camping? Not sure why.
It might have some rare purpose under some select group of people for whatever reason. Might be a nice setup for someone with something big enough to handle actual tandem goosenecks, maybe hauling hay or moving light equipment around locally etc......
In the video, from what I can see, that axle is not steerable, so with it acting like a second axle on the rear of the SUV, and a split tandem at that, there's some serious scrubbing going on in a tight turn. Just backing into a tight RV space would take some serious power to shove that thing around if you had a 2000 lb pin weight fiver attached.
At 00:37 in the video flag shirt guy states that it is a steerable axle, so scrubbing should be much less of a concern, pulling a large 5er with a Durango, maybe more of a concern.
I could see where this contraption would enable a larger family (more than crew cab sized family) to be able to get on the road with a decent sized trailer for camping without having to use two cars to haul everyone to the campgrounds. But these days there are plenty of large TTs available that can fit big families without having to go with a 5er for the needed room. Seems like this Tow-All meets a need that is better met with a properly matched large SUV ( EXcursion of course!) and TT. I think I understand the situation pretty well as our typical trips involve 5 to 7 (8 a few times) full grown people in the EX and dragging the TT that can sleep 8 behind. Heck, our TT is even bigger than the 5er shown in the video and I don't have to deal with the cost and upkeep of the Tow-All thing-a-ma-jig.

You're right. I didn't bother to crank the volume (didn't want to wake the dear wife). I can see the steer later in the video (about 9:20), but it still doesn't look like it has much angle to it. And all their shots show backing and turning in a space the size of a 40 acre field. Let's see it back into a tight RV space from a single lane RV park road. The added length would also be an issue.
My trailer entertains 8, feeds 4 and sleeps 2, so needing to carry a carful of people isn't an issue.
I think it's mostly just a solution looking for a problem to solve.
I have actually kicked around the idea of looking into one of these. It would be nice to be able to tow the camper with the motorcycle in the bed. We aren't allowed to tandem tow in PA, and this thing doesn't count as a trailer. It is considered a tag axle.
It is a steerable axle, and it has a remote activated steering lock so you can lock it down going down the interstate to minimize trailer wag.
Maybe they've improved upon them in the last ten years or so, but I remember some very bad reviews and warnings on the 'net about 9 or 10 years ago regarding these 5th-wheel-to-bumper-pull adapter setups.
