My 1991 F350 with a 7.3 diesel (non-turbo) has the WAIT TO START light staying on after starting. It did this a month or so ago for a few days, but stopped, then started again yesterday. I replaced the controller about 5 years ago and all the glow plugs around 10 years ago.

the first thing i would do is see if power is indeed going to the glow plugs with the engine running and the light on.
you should only have power to the plugs for around 20 seconds, and then intermittent on-off power for another minute or so.

I turn on the ignition switch and around 10 seconds later the "clicking" starts. I checked for voltage while the clicking is still going on and got no reading on my VOM. Tried again, but this time the engine was running, but still no voltage.
the clicking usually signifies an "afterburn". it will momentarily toss power to the glow plugs to help the engine warm up. you may not see it with a meter, i use a test light.
10 seconds sounds about rite for glow plug time in summer.
