Battery is brand new although the battery cables are in horrible condition.
Sounds to me like you answered your own original question...
12 volt test light is your best friend when working on anything automotive. Tracing power with the light, and under standing 'some' of the electrical system (use a ford truck manual), and you can go along way. Hopefully it's up and running today!
Per the pic of the four post relay, just turn the ignition switch "ON" and check for voltage coming out of the relay.

OMG, this is awesome. Thank you. Unfortunately, no progress on the truck yet but I did an extensive search all day long. It is as hot as hell outside, I am waiting to get it cooler.
The culprit was the battery cables. I also sanded the engine ground connection behind the alternator and the sheet metal behind "real" starter solenoid ground. I am not really happy with the new zinc battery terminals because they are flimsy but they are allegedly more conductive than the lead terminals. The new wiring harness is arriving tomorrow, I am excited . Thanks to everyone helping me on this issue.
