I can't help you, but I'm interested in seeing if anybody knows the answers.

When I bought my '02, it had a steering wheel cover on it. I'm not a huge fan of steering wheel covers, so I took it off, only to find that the steering wheel was sticky underneath. I tried cleaning it with a few different products but nothing helped, so I put the cover back on. I've actually considered buying a new steering wheel to remedy the problem.

I don't have an answer other than the steering covers but: I work in a kitchen, and the oils on my hands from working will do that to steering wheels and even the rubber handlebar grips on motorcycles. the oils on my boots will make motorcycle pegs or runningboards sticky.
Im sure other jobs leave oils that would do the same.

I clean mine on a monthly basis with Formula 409; it's amazing the amount if dirt that comes off. I use 409 because it's a degreaser

If a good cleaner doesn't remove the stickiness, it's probably the material in the steering wheel breaking down.

Always having dirty hands I've had the same issue with my 03 lariat . I usually have decent luck just polishing it with any of the auto interior spray cleaners/polishes. Sometimes it takes two or three go overs. Maguires leather cleaner worked pretty well, for me anyway.

My Lariat wheel is leather (I use the term loosely). I'm sure the the top 1/2 and bottom portion are "leather" and the side portions that are the spokes to the center are probably vinyl-ish. I use Meguiar's leather cleaner and conditioner on it about once a month (same as my seats) and it is very sticky afterwards. There are large black areas from where I usually grip the wheel so I'm sure the "sticky" is all the leather finally breaking down and coming off down to the backing.

I frequently use a damp cloth to wipe everything down. I use Zymol, Gliptone, or Lexol when my leather looks like it could use a good cleaning and conditioning.
