Went camping last weekend pulling my 12000 lb 5th wheel. 99-101 degrees out. ECT went between 210 - 220, EOT between 220 - 230. Deltas between 9 to 16 for short periods, but averaged 13-14.
When not towing temps dropped to ECT between 198-210, EOT between 205 - 220, average deltas 9-13.
I have an extended warranty and wondering at what point I can argue with them to get new oil cooler.
I am guessing your numbers are 210-220 for ect and 220-230 for eot when towing.
198-205 ect and 210-215 eot when not towing.
"deltas" should be checked under specific conditions, full operating temp, 65 mph on flat ground and unloaded vehicle. I have read reference to 1800 engine rpm, not 65 mph but they are close and this will differ slightly depending on gearing.
Anyway, the "delta" during towing can not be used to gauge the health of an oil cooler.
With that said, the Ford spec is a spread of 15 degrees from ect to eot under test conditions. Based on your "not towing" numbers you are within spec if that was under the test criteria.
You may have some cooling system issues as your temps seem a bit higher than usual but the spread seams within range for now.
I towed 13000 fifthwheel from Tucson Arizona to Tampa Florida and I got similar EOT temperatures. I got to 230 once coming out of Tucson and 235 once somewhere east of Dallas Texas, each time these EOT was high for just a few minutes. What I did notice, during the trip, my EOT would vary a lot and I think that shows the oil cooler is working well.

These temps seem too high when not pulling anything, Did your fan ramp up after 205 and pull the ECT back down? Maybe the ambient temp makes them seem a bit high just to me because I'm in the northeast (Me.) and never see ambient temps like you mention so my water when not towing hovers at or close to the thermostat (190* for mine) So I may be way of base here.
The op is borderline but in spec. Depending on his relationship with his dealer they may change it. Mine did. Some here have run 11 to 13 degrees spread for years and it never got worse. If he has the esp he can throw his worse numbers at the SA and see if they will do it. Nothing to lose.

Is it possible that you have a higher temp thermostat like the mishimoto 200, that would help to explain the unloaded temps. Start with simple stuff rather than arguing with a warranty company. New motorcraft thermostat would be my first step. Good luck!
I was running between 189 and 193 last winter so I don't think it's a 200 degree Mishimoto.
I'm going to keep an eye on it while towing this summer.
