Shifting problem!!

I have a 96 Ford F-250 7.3
The overdrive light is flashing when it acts up (shifting hard) I was told it was the vss so I replaced it. It's doing the same thing except now when I go over 40 mph the speedometer jumps all over and still shifts hard. The fuses in slots 18 and 8 are good I was told they could be the problem.

Any help would be great, Thank you!!

If you don't know the codes that are stored you're just wasting your time and money.

The places that read codes free CANNOT read these codes. You need either a good independent shop or a Ford dealer to read them.

I went to a shop that can read transmission coads and they guy told me it was the speed sensor and that's all the codes it threw. could it be the speed sensor on the transmission?

No, it couldn't, because a 1996 E4OD transmissions doesn't have a speed sensor on the transmission.

It could be the wiring between the VSS and the PCM. It isn't always the VSS.

When I pulled the vss it seemed to have grey stuff or metal shaving on the magnet could that be messing with the signal, or why would there be metal shavings?

Metal shaving are from normal wear in the axle. The sensor is a magnet, so it attracts these. Cleaning it off sometimes is all it takes to fix it.
