In any case, plastic is better here. Put a little fuel in it, swish it around, dump it out, and wipe it down inside as best as you can reach with a lint free cloth.
Think debris, dirt, sand, etc.
If it has been sitting a while, make sure the inside does NOT feel slimy anywhere (algae feeds on diesel/biodiesel in the presence of water). If so, wipe it all down with acetone.
Should be easier since it is all still off the truck
It's never a mistake to stack the deck in your favor

How about a pic of what you have?
Here's the lock ring still installed. It's hard to get started. Line up the start of its thread with the start of the thread on the tank, lay a short 2x4 across it and smack firmly with a hammer to pop it on a little, then you can turn it to thread it on.
Otherwise, no way I could get it to start threading on

yea, the pic with the gasket was the answer I was seeking, thanks!!! and it did help, also as for the ring I have the tool so meh, so yup I got it covered. I have threaded it on before using the tool to make sure it goes on correctly, not sure how tight I need to make it so I just went until the tank started rotating as I held it down.

I have threaded it on before using the tool to make sure it goes on correctly, not sure how tight I need to make it so I just went until the tank started rotating as I held it down.
I marked my ring and the tank before removing it to index the original position. I think that was in the write-up I read somewhere.
I believe it is a matter of tight but not stripped/jumped the threads. Surely you got it right
