why am I getting oil here?

Ok, why am I getting oil seeping out around these boots? Is my turbo seals going bad?

Very common. You can get new boots and clamps and it may stop it for a while but will happen again at some point. Doesn't indicate anything is wrong.

The crank case vents vapors to the intake. Lots people reroute the vapors with some variation of the ccv mod to prevent the oil soaked cac boots like you have and keep the oil out of intercooler.
