That is were the fuel pump goes on a 262 I believe.

The mechanical pump driven off the can has been replaced with an external pump that is now mounted to the fender.

Vacuum pump helped with the wipers , as they are vacuum operated . Going up hills or under a load , little vacuum . Thus the need for a pump .

So I'm assuming since my truck has electric wipers there is no need for a pump. Correct? Was it in any way attached to the fuel pump?

Look at the picture you posted in post #7, the fuel line goes from the pump to a filter and from the filter up the engine to the front where it goes around the valve cover.. The area where you are pointing in the other picture is where the filter mounted..
No vacuum pump need if you have electric wipers

The 262 was an industrial and heavy engine also . The fuel pump mounts at the front cover . My guess on the rear plug is a vacuum pump , or some other extra pump . Post # 7 clearly shows the fuel pump at the front cover area .
