If it is not a miss configureation. I would think a biased sensor more than likely.
Another thing is boost does not start to build at low rpms somewhere around mid range IIRC. You should never see negative boost. No boost maybe but not negative
I do not think the truck would be able to even run at neg.

If your boost reads normally up to 22 and then goes negative, plug in the numbers for extended MAP the other thread. That will fix ya right up.
