Voltage reg problems

I have a 1983 f150 4.9l. I have been having charging issues with my truck and while replacing my voltage regulator today this fell off the wire. it get screwed into one of the bolts that hold the regulator to the fender?

What is this? What does it do? How can i fix it?

It's just to keep the buzzing noise out of the radio. You can leave it off for now. It should bolt under one of the regulator mounting bolts or any good ground, and the wire will hook to the yellow "A" terminal on the regulator.

could this not being there cause my charging issue?

Will not affect anything but the radio.

Then what could be my charging issue? my alternator and my regulator work. and i can use a jumper at my regulator and get it to charge

Do you have gauges in the dash or idiot lights?

You tell us you have charging issues but not a clue as to what the actual issues are... is it not charging? Sometimes charging? Overcharging? What are the voltages at the battery with the engine running at idle, at 2,000 RPM, and not running?
