It is possible your PCM is bad but lets backup the bus for a minute. What diagnostics have you done so far? Have any parts already been replaced in an attempt to fix this problem? Were there any codes present before the PCM was removed?

The PCM gets a pulse train from the TFI ignition module which it uses to generate the injector pulse and the ignition module gets a pulse from the PIP module inside the distributor before that which is also used to generate spark, so there are 2 devices upstream of the PCM that could be causing your problem.
OR if you have a condition where the fuel pump runs all the time the key is on and before the engine is cranked then the PCM will never generate an injector pulse, in this case the PCM is definitely at fault and needs to be replaced and any 5.8 PCM for the same powertrain combo you have(engine and trans) will work even if the catch code isn't the same.

I was under the impression that those did put out for the spark and It couldn't just partially be bad. So if good spark the pip, and tfi was good. How do you test the tfi?
