Just got me a couple remotes in. Cycled the key at 5 times the locks locked and unlocked. I hit the button on both of my new remotes...

my '97 xlt has it, my fathers xlt doesn't, my son's 95 xlt doesn't my spare 97 xlt doesn't
so 25% of my trucks have RKE and 75% don't.
a quick check is to leave your door open and see if the dome light shuts off. I think it is like 5 of 15 minutes. if it does shut off truck is RKE compatible. if it is there is a 2 pin plug in the loom on the steering column that gets jumped to program the remotes
The dome light does turn off. Not sure how long it takes. My 00 f250 I didn't have to jump any plug. Just cycled the key and pressed the buttons on the remotes
I use remotes with my XLT. The instructions I got with mine say as long as the locks cycle it is remote compatible. With the last key cycle, you didn't inadvertently turn the key off rather than leave it in run, before hitting the buttons on the remotes? That is one easy mistake to make.

I wish that was the problem. I have tried them multiple times
I was just taking a shot in the dark, but one thing I have noticed over time is the drop-off in quality. When I got the truck I have one of the originals and it had really good range. Naturally I lost it and although the replacement cost from places like Advance is much cheaper, I just about have to be standing at the truck for the remote to reach. No range at all with either of the last two I bought.

I was sitting in the truck. Tried 4 different ones. The 2 new ones. A old one. And the one from my mustang. Nothing...
Pull the chip and try to program the remote again.
When you try whatever procedure you're using, if it doesn't work, try this procedure:
Programming a Keyless Entry Remote Control Key FOB (97-up)
1. Close all doors, then open your driver side door and press the Unlock button on the drivers door while it is open.
2. Insert a key in the ignition and without starting your car, turn the key from OFF to ON eight times in rapid succession (within 10 seconds) with the eighth turn ending in the ON position.
3. The doors will lock/unlock to confirm that programming mode has been entered.
4. Within 20 seconds, program a remote transmitter by pressing any button on the transmitter. The doors will lock/unlock to confirm that the remote transmitter has been programmed. If more than 20 seconds pass before pressing a remote transmitter button, the programming mode will exit and the procedure must be repeated.
5. Repeat the previous step to program additional remote transmitters. The doors will lock/unlock to confirm that each remote transmitter has been programmed.
6. When you have completed programming the remote transmitters, turn the ignition to OFF, or just wait 20 seconds. Again the doors will lock/unlock to confirm programming has been completed.

I'll try that in the morning. I'm not sure how many times I cycled the key until the locks locked/unlocked.
I haven't tried it like it states above by pressing the lock buttons then cycling. It's worth a shot
The directions I have say it will work on either five or eight key switches, but it should be one or the other. On my truck, the locks do not actuate with five switches so I know I have to go to eight. I am curious to see if this truck actuates the locks with both five and eight key switches.
You also have to do multiple remotes in the same 20 second period.
