on my 2002 lariat.. Crew Cab dually. 7.3.. it will go into programming mode after 8 cycles.. Door locks actuate, but fob wont program. I checked the fobs and they are sending signals. What could be problem?
Mine does the same thing. I think it's the vsm on mine. I even tried a fob from my other truck that I know works. These trucks have a tendency for the windshield to leak and it leaks down onto the vsm Which is behind the fuse panel. Sometimes when they dry out they will start working but mine is shot.
I would suspect the, GEM (General Electronics Module) or VSM (Vehicle Security Module). The GEM's were replaced with VSM's somewhere along the 2002/2003 time frame. Been known to fail. Costly. Dealer has to re-program the GEM and they charge something like $100-$150 just for the reprogramming activity.
I have a similar situation with my wife's '03 Excursion... but I simply cannot get ANY fobs to go into programming, and am down to only one which works at all.
Using the IDS, the vehicle must be on for 10 minutes following programming mode prior to changes taking effect. Why, I don't know. GM and others are immediate.
Not sure if I have a special case with my truck so with that said mine worked right after I programmed it. I actually programmed three all at the same time

My ford dealer quoted me 400 for the vsm. But I have other things to do first.

Ford Integrated Diagnostic System. I am not sure about the older trucks. although Ford hasn't changed their RKE (Remote Keyless Entry) System since it was introduced.
When I program one with the IDS it comes to a screen saying "Wait 10 minutes" with a progress bar when I enter "PATs".
Possibly this is a deterrent to someone trying to add one for theft? Don't know.
Not sure this is your issue. However, you could attempt to wait 10 minutes when you program your remote after doing all the pairing options. Just an idea...
