"Numbers matching truck" - not sure what you mean by that...
The # stamped on the frame is the one that counts & needs to match the title. We also have a tag in the glove box that has the frame # stamped on it - to make it easy for inspectors to confirm the Vin without crawling under & looking at the frame.

Purchased an old beatup 51' about 3 years ago.
Have not done any work on it till now.
After reading thru this thread got interested in looking up the history
on my truck. Truck purchased with clean title but no data plates on the truck.
After some wire brushing and elbow grease finally discovered frame numbers do not match title(Texas).
Looked up on national vin site and number does not come up stolen/salvaged/junk.
What is best course of action?

The first question, what is the Serial number and is the truck in fact a 1951? Regarding 'stolen', the TRUTH is that only law enforcement agencies can actually run those checks. I don't know what the procedures are in Texas, but You will probably need to have either a law enforcement officer of your DMV inspect the truck and verify the serial number. Once they do that they can run it through the database for stolen etc.
Of course, you do need to be prepared to lose the truck and any investment in it if it does come back as stolen. If your lucky, in that case they will pursue the person on the title.
That of course brings up the question of what you mean by "Truck purchased with clean title ", as a 'clean title' usually means that the title was issued to the person from whom you purchased the truck, and the truck had not passed hands along the way.
Either way, you are about to have some headaches and extra expense that you surely didn't anticipate. Just one more reason to NEVER buy a vehicle until you have personally confirmed that the VIN or Serial number matches the paperwork.

Vin Verification to get the title registered in our name & up to date tags.
We had a Tag in the glovebox that matched our Title - that's all the Vin Verification guys looked at for their $2 fee. Any state Inspection place can do the Vin verification for you.

I should have been more thorough on my inspection when purchasing.
Know a lot more now than then.
At the time did not know the frame numbers even existed.
