E4OD not shifting into 3rd or 4th.
I just replaced the shift solenoid pack in the E4OD of my 1997 F-250 powerstroke. I was told that was the problem because it would only start acting up once it warmed up but wasn't giving any codes except a Transmission Fluid Temp Sensor(I can't remember the actual number code). So I found a refurbished solenoid pack and replaced it along with all the fluid and filter. Now it won't go into 3rd or 4th gear. It'll go into reverse fine and will go into first and shifts into second fine, but that's as far as it'll go. Could I have gotten a bad solenoid pack? Or one setup for a different engine or year model? It isn't giving any codes and there aren't any lights or blinking OD light. I am on a budget and a rebuild was quoted to me to be $1800-$2500. I would hate to pay for a full rebuild when it may not need it. Any help will be greatly appreciated.

I can't figure out how the solenoid body could allow it to shift 1-2 but no higher. I can see how the solenoid body could allow it to start in second and shift to third, but not work in first or fourth.
It could also be a stuck 2-3 shift valve in the valve body.
I don't think a rebuild is needed.
